Unable to create a project in OPM_v10.4.6.76.0

Whenever I am trying to create a project in OPM_v10.4.6.76.0 ,then at first it is giving me an error "Culture Id 31748 is a neutral culture,a region cannot be created from it" and when I am clicking on OK and proceed with creation of new Project ,then region field is showing as blank and non editable for me and when I am clicking on create for the project to be created then it is going in an error "Failed to create an Object file! Object reference is not set to an instance of an Object**"** .

I guess the issue is mainly because of non population of region.

Can anybody help me with this issue and suggest me steps to mitigate it.

I don't know what's causing this, but I can confirm I'm seeing the same errors with OPM 10.4.7.86 if trying to create a new project. Opening existing projects works though.

I ran a Windows update quite recently. Maybe that had something to do with it? OPM 10.4 is such an old version though, so it's hard to tell.

Windows 10

Version 1903 (OD Build 18362.592)

Since existing 10.4 projects seem to be okay, I guess a workaround could be to copy an existing project, clear out the old content (rule docs, screens file, properties file, etc.) and then use that as the starting point?

Sounds like a system issue.  If possible, raise a service request and include the diagnostics generated by the command line compiler tool (https://docs.oracle.com/html/E79061_01/toc.htm#Compiling and building/Build_the_rulebase_from_the_command_line.htm)
