Whenever I am trying to create a project in OPM_v10.4.6.76.0 ,then at first it is giving me an error "Culture Id 31748 is a neutral culture,a region cannot be created from it" and when I am clicking on OK and proceed with creation of new Project ,then region field is showing as blank and non editable for me and when I am clicking on create for the project to be created then it is going in an error "Failed to create an Object file! Object reference is not set to an instance of an Object**"** .
I guess the issue is mainly because of non population of region.
Can anybody help me with this issue and suggest me steps to mitigate it.
