Unable to connect Windows Oracle Instance

I was working on my Oracle Windows VM Instance Yesterday. It was working fine. Until I updated Firewall Settings and the Moment I clicked on “Restore Settings to Default”. The Connection to my VM is lost.

Since then I Tried Reboot, Shutdown and Start for Oracle Cloud Console.
But No Luck!

Can someone please guide me how to resolve this.
VM is completely unresponsive. No connection is being made.
