Unable to connect to startup http://127.0.0.1:8080/apex... Please help

Hi,
I installed Oracle database11g express edition on my windowsxp machine and unable to connect to startup http://127.0.0.1:8080/apex...

The sqlplus works fine. I checked other forum discussion on this topic but could not find answers there.

LSNRCTL shows the following

C:\oraclexe\app\oracle\product\11.2.0\server\bin>lsnrctl stat
