Unable to connect to Database

I have a user experiencing this error whenever they try to create a new connection:

“Test connection '........' failed. Details: Could not load file or assembly 'System.Security.Cryptography, Version=8.0.0.0, Culture=neutral, PublicKeyToken=b03f5f7f11d50a3a'. The system cannot find the file specified... Network config file location: C:\Users\.....\Oracle\network\admin Source: Oracle Developer Tools for VS Code (SQL and PLSOL)”

This is a new Windows 11 laptop. We have completely removed VSCode and reinstalled it, however the same error persists.

Any advice/help/suggestions would be appreciated.
