Unable to connect Smartview to Planning (PBCS) but can connect Smartview to Profitablity and Cost Ma

Hello - I've read through many threads including the Smartview Document 1906030 however it appears the Proxy Exception list is locked down by our system engineers.  Before getting them involved I need to understand the following:

My question is:  does Smartview use 2 different methodologies for connecting:  1 method for Planning (PBCS) and another method for Profitability and Cost Management (PCM)?

For whatever reason I cannot connect Smartview to Planning (PBCS) but can successfully connect to Profitability and Cost management (PCM) ?   both technologies are both within Cloud Services.

The error I am receiving is as follows:

Error 404--Not Found

From RFC 2068 Hypertext Transfer Protocol --
HTTP/1.1:

10.4.5 404 Not Found

The server has not found anything matching the
Request-URI. No indication is given of whether the condition is temporary or
permanent.
