Unable to change password in solaris

For some unknown reason, I am not able to change user passwords using the passwd command in solaris. So I installed Solaris again on my machine. The passwd utility was working fine till last week and it now refuses to change user passwords now,

{color:#999999}
# useradd -d /export/home/test2 -s /bin/bash -m test2
# passwd test2
New Password:
Re-enter new Password:
Permission denied
# 
{color}{color:#000000}I am having the same trouble on two of my Solaris machines (one x86 and other Sparc). Like an underpaid worker, the passwd command refuses to work after a few days of install.

As a workaround, I am able to use SMC to change user passwords, however SMC forces me to use a strong password with special chars et al. I don't want to do this.

Any help?

Configuration
Solaris 10 U5 on Sparc processor.
Solaris 10 U5 on x86 processor
