Unable to change dbsnmp password in OEM

Greetings,

OEM is reporting one of my database targets being down with error ORA-28000. Following all the notes and documents I found I attempted to change the DBSNMP password from OEM. Targets > Databases > Select DB in question > Configure and ORA-28000 is displayed. I attempt to change the password and the message -

could not write to targets.xml.bak file oracle.sysman.emSDK.emd.comm.OperationException : Unable to save the target to the emd

is displayed. I am looking at the targets.xml file on the host on which the target resides and I see no reason why it can't be written. Testing the connection fails also.

But, if I connect to the target database and unlock the dbsnmp account (I am not sure what the ramifications of the account being unlocked on changing the password are) then testing the connection from the OEM succeeds and it does not give me the opportunity to configure the dbsnmp password.

I'm thoroughly confused, any suggestion would be appreciated.
