Unable to Access Internet from Oracle cloud Windows Instance.

I created a new Windows 2012 server instance and I am able to access it via RDP, used instructions to create security list for port 3389, but I cannot access the internet via IE from the newly created instance. I am able to access the internet from Linux instances but not Windows, Why? and has anyone run into this issue? Any workarounds?
