unable to access htmldb_admin page

Hello Everyone,
I am a new user to htmldb. I just installed htmldb in a 9.2.0.4 db following the instructions in the Oracle by Example tutorial. My install was successful. My http server url is http://host:7779. I can hit the Apache welcome page just fine.

When I try to access the admin page in order to create a workspace using http://host:7779/pls/htmldb/htmldb_admin

I get a page not found error. What must I configure to make this work. Am I using the correct url.
