Unable to access Enterprise Manager via Browser on Vista

I'm runing Windows Vista Ultimate on a Acer TravelMate C314CXI Tablet. I've loaded Oracle DBMS on my tablet. I'm now trying to gain access to the Oracle web pages to manage my Oracle Database. I'm new to Oracle therefore, I'm trying to learn it. I've loaded the Microsoft Loopback adapter successfully and I'm still having problems. I'm using the following URL to gains access:



http://Acer-Tablet.azalea.local:5620/ultrasearch/admin



When I enter the above URL I get the following messages:



Explanation: There is a problem with the page you are trying to reach and it cannot be displayed.

Try the following:

Refresh page: Search for the page again by clicking the Refresh button. The timeout may have occurred due to Internet congestion.
Check spelling: Check that you typed the Web page address correctly. The address may have been mistyped.
Access from a link: If there is a link to the page you are looking for, try accessing the page from that link.
If you are still not able to view the requested page, try contacting your administrator or Helpdesk.

My laptop is connected to a network that uses ISA server 2006 as a firewall. I do I gain access to the local web pages for Oracle and yet still have access to the Internet at the same time.
