UEK5 VM On OVM 3.3.4 Unable to open file: /etc/keys/x509_ima.der (-2)

I have installed a VM with OL 7.8, Unbreakable Enterprise Kernel 4.14.35-1902.302.2.el7uek.x86_64 on OVM 3.3.4 server.

The VM shows error "Unable to open file: /etc/keys/x509_ima.der (-2)" and won't boot.

The VM originally ran standard linux kernel and was upgraded to UEK with yum update from Oracle repos.

I have found a lot of links to this error, but none that fix it .

Any ideas?
