Two Instances,One Listener

Hey Everyone,
LIke the topic says, I have two instances on one server and one listener file. The issue is, one of the instance status is BLOCKED:
Listening Endpoints Summary...
(DESCRIPTION=(ADDRESS=(PROTOCOL=tcp)(HOST=oraclevm)(PORT=1521)))
Services Summary...
Service "CLRExtProc" has 1 instance(s).
Instance "CLRExtProc", status UNKNOWN, has 1 handler(s) for this service...
Service "msplicense" has 1 instance(s).
Instance "msplicense", status READY, has 1 handler(s) for this service...
Service "msplicenseXDB" has 1 instance(s).
Instance "msplicense", status READY, has 1 handler(s) for this service...
Service "msptests" has 1 instance(s).
Instance "msptests", status BLOCKED, has 1 handler(s) for this service...
Service "msptests_XPT" has 1 instance(s).
Instance "msptests", status BLOCKED, has 1 handler(s) for this service...
The command completed successfully

One other tidbit is, these two instances are on two different oracle homes - VERSION 11.1.6.0 and 11.2.0. The instance that is blocked is Version 11.1.6.0. I have never worked with two different version of Oracle on one server before, so not sure if this can be an issue. Any help will be appreciated. Thanks.
