Turn a Button "Hot" Once a Page Item is Selected from a Select List

Good Afternoon Community,

I am Using APEX 5.1.0.00.45 with Google Chrome and Oracle 12c DB

What I'm Looking to Accomplish in my APP:

I have a Select List to Select the Type of Refund; Full Refund , Partial Refund, or Tax Only Refund (P10_REFUND_TYPE)

I have added a Button (Help with Icon) that is "Clickable" when the User Selects "Partial Refund" ;which then fires a SweetAlert,

In Addition to making the button Clickable when "Partial Refund" is Selected; I would like it to change from Not Hot to Hot ( which is a Property in the Appearance Section of Page Properties)
