Turkish Keyboard "Caps Lock" and "i" Keys

Using the Sun Turkish Q (Type 6 USB) keyboard with the "Caps Lock" key engaged, pressing the (dotted) "i" key results in the uppercase (dotless) "I" letter rather than the uppercase (dotted) "İ" letter.

Platform: Sun Blade 2500, Sun Solaris 10 OS, Turkish Q (Type 6 USB) Keyboard, Turkish Locale (LC_CTYPE = tr_TR.ISO-8859-9)

This occurs whether running under CDE or OpenWindows.

Has anyone else experienced this problem, heard of this problem, know of a bug report, and/or know of a resolution?
