turkish character problem?

I installed Oracle Database 10g xe. In the ergistry NLS_LANG parameter is TURKISH_TURKEY.TR8MSWIN1254. Other nls parameters like:
NLS_NCHAR_CHARACTERSET AL16UTF16
NLS_ISO_CURRENCY TURKEY
NLS_TERRITORY TURKEY
NLS_DATE_LANGUAGE TURKISH
NLS_LANGUAGE TURKISH
NLS_SORT TURKISH
NLS_CHARACTERSET WE8MSWIN1252

Some Turkish characters are not written corectly. These are saved in English (ie. Ğ>G, İ>I) How can i save these characters to the database normally?
