tuning and latency in Database

Hi

Have a question very confused for me (and perhaps also for you guys) . I am a developer and not DBA , we (developers) build procedures/packages...etc then send to client , but one of the clients sent us a graphic (below) showing about higher latency to 3000ms.

see email of client:

"The technical team asked to check with you about latency. See the graph below that the latency period more than tripled from December 31 and in many ways this with latency greater than 3000ms. Our system that communicates and has the latency threshold of 3 secons and consequently we have many timeout."

see that from 31/12 increased latency

my boss asked me to improve the performance of procedures / packages..etc,

My question is

, This is the fault of procedures or customer database configuration? (there have been few changes in procedures will be shown, from 31/12)

If procedures, as I find out where is the bottleneck, since there was little change, how to measure it?

Using Oracle 11.02 , on the client I think it is also
