trying to run msync from IPAQ 3835 to mobile server

I am trying to sync mobile cleint ( IPAQ 3835 ) to mobile
server ( following note #157903.1.
under server I enter
http://207.237.140.220:7070/
it returns iconnect Consolidate ( $id$ Line:1121 rc: -9101)
followed by HTTP cannot find host error.
I can get to this address from an internet browser on the IPAQ.
