Trying to make account on Oracle Free tier, but getting error "Your credit card has been declined"

I am using a Master Debit card to open account on Oracle Free tier . i don't know whether Oracle is only accepting Credit cards or is there any other problem.

I am login from Pakistan. selecting regeion South Koreo (seoul).

Any body can help.
