Running setup.exe as an Administrator does not bring the install wilndow but it runs uninstall instead, even when there is nothing installed.
Running setup.exe as a local user is able to bring the installation wizard but prechecks fail on the need to have Admin privileges:
The zip file that includes the setup.exe file was downloaded from: Oracle Database Express Edition (XE) Downloads
