Trying to install on Windows 2022 server

I'm trying to install Oracle Enterprise Base Manager (V987874-01 zip file) on a Windows 2022 server. When I execute the installer (setup_em13400_win64.exe), the setup starts up and then blows up with a

Create Process Failed with Error 1260 error.

I cant find any information on what is causing and how to remedy this issue.
