Trying to drop a TYPE, getting an ORA-21700

We are getting an error in our PL/SQL that is related to a system generated TYPE. We are trying to drop the TYPE so we can recompile our package to get it recreated, but we keep getting this ORA-21700. The cause of this TYPE being in this state is during a compile that blocked, we shutdown the database.

Oracle - 10.2.0.2

We can't find much on recovering from an ORA-21700. Any help or suggestions?
