Trying to create physical standby database from OEM 13c R3 and getting error

Trying to create physical standby database from OEM 13c r3 with Online Backup option and getting following error:

Error:

Host - The cloud Control database plug-in must be deployed on the Agent monitoring the selected host.

Can someone provide some details about this error and fix
