Trying to convert access database using access 2010 on an 2000

Trying to convert access database using access 2010 on a 2000 access data base into an 11g database. I get a 3021 error I've seen this thread which explains that the the access system table privileges need to be updated. https://kr.forums.oracle.com/forums/thread.jspa?threadID=1077955, I seem to have the permission correct and still get the error. I'm using SQLDeveloper version 3.2.20.09. Is there anyway to determine what the invalid relation ship is?
