Trying to confirm that my Oracle Cloud instance is down

My cloud service is listed as "Started" and I can SSH into the Oracle server, but when trying to start LSNCTRL, I get these errors:

Connecting to (ADDRESS=(PROTOCOL=tcp)(HOST=)(PORT=1521))

TNS-12543: TNS:destination host unreachable

TNS-12560: TNS:protocol adapter error

TNS-00513: Destination host unreachable

  Linux Error: 113: No route to host


Also, on dbaas.oraclecloud.com, I cannot access any of these tools: DBaaS Monitor Console, Application Express Console, Glassfish Administration Console, or EM Console


This server was working fine yesterday. We shut it down around 8pm and after startup at 7am today, it was no longer connecting to the HOST
