truncate alternatives

Hello

this is my situation: Actually i realize multiple inserts on a table (about 45 millions per day). Every week i move them to a history table where all my data resides; so i can achieve a good performance inserting on my original table. To accomplish this, after i move the data... i truncate the original table so it becomes clean again; but i need exclusive access to the table.. so all my aplications needs to be stoped. The thing is that i can't do that anymore because of new business rules. On postgres there is a VACUMM command the performs the task i need with my applications online. What are my options on Oracle 10g R2 ? Regards.
