Troubles installing Java Web Services Developer Pack on windows2000

when trying to install Java Web Services developer Pack I get It hasn't detected an installation of SDK 1.3.1 or higher. But I have 1.3.2 version and all Path and classpath are correctly set. I work with it every day. Any Idea?
