Trouble running bat file to execute batch

I am trying to create a bat file that will run a batch in FDMEE (run loaddata.bat). Each time I attempt to run the batch file from either command line or bat file I get the error "Oracle instance is not defined. It has to be passes as a system argument". In testing the EPM_ORACLE_HOME system variable does have a value... How is this error resolved ?
