Trouble installing 11g 32 bit client on Windows 7 - Error in CreateOUIProcess(): 5

I've been trying to install the 32 bit 11g client on a Windows 7 64 bit machine and have been getting "Error in CreateOUIProcess(): 5" after the console says "Preparing to launch Oracle Universal Installer from c:\TEMP\OraInstall2015-01-20_09-17-08AM. Please wait..."

A search on this site indicates that it may be a problem with permissions on my temp directory. I have my temp set to c:\temp, and as far as I can tell every user has full control on that directory. Could there be some nuance with folder permissions that I'm overlooking here? I haven't been able to find any kind of install.log file to find any other details.
