trouble in getting iSqlplus screen

Hello everybody,

for entering iSqlplus on my home PC I simply type:
http://localhost/isqlplus
but the pc at my office the address doesn't work and flashes a msg "the page cannot be displayed". this pc is in LAN.Not only with this home PC,I have faced the same problem on a lot PCs.

Can anybody tell me the reason.I am using Oracle 9i version 2
