Trouble Getting a Different Language to Display

Greetings,

I have gone through all of the steps under Translate Application for using a different language in an APEX app. The default language is English and I need to add Spanish. I have exported the XLF file translated it and imported it. As best as I can tell I went through all the steps correctly and without error. Nothing translates, not even the Action bar verbiage on Interactive Reports. They shoulld translate even if the XLF file isn't translated, correct?

Using Application Express 4.0.2.00.07
Using both Chrome and I.E.
Under Globalization I am using the Application Language Derived From setting of Session. (I want to let the user dynamically change the Language setting.) I also tried the setting of Browser, that didn't make any difference.
I added a Navigation Bar link labeled Spanish.
The Nav Bar link goes to a page with this code on it >> apex_util.set_session_lang('es-us');
I have a page zero page item that displays the value for BROWSER_LANGUAGE

When I open the app it is in English, so I click the Nav Bar Link, it does the set_session_lang, and the BROWSER_LANGUAGE is changed to es-us. The XLF file is named f2031_2033_en_es-us.xlf. So, everything seems to be named correctly as best that I can tell.

Any suggestions on what is wrong? Any suggestion on what I should check first? Any suggestion is appreciated, because I can't tell what, or where, the problem is.
