Transparent Menu - Apex 4 - Bug?

Hello,

I have created an interactive report in APEX 4, and when selecting the Actions Menu, the drop down select list window is semi-transparent, allowing me to see the report through the window. This makes seeing the menu itself difficult. Is this the way it was designed? Is it a bug? Is anyone else seeing this?
