Translation for amount in words to another language

Hi,

Can someone please tell me (provide a code) on how to translate amount in words to another language in SQL developer?

For eg: Three hundred and seventy-six to russian.

Also, i want to know how to translate the months in a given date to russian?

For eg: August 4, 2014 to 4 августа 2014 г ( I guess the order can be changed)
