Translating ms-access sql to oracle sql

I would like to translate this ms-access sql to oracle sql.
SELECT
CStr(STUDENT_ID),
FIRST_NAME,
LAST_NAME,
IIF(LEN(CLASS_CODE)=3,"Y","") AS "ELEMENTARY_SCHOOL",
IIF(LEN(CLASS_CODE)=4,"Y","") AS "MIDDLE SCHOOL",
FROM T_STUDENT
