"Translating Messages used internally by apex" - create through plsql?

I can also list the current ones through `select * from APEX_APPLICATION_TRANSLATIONS where application_id = <my_app>`

What I wonder is, can I create these messages through e.g sqlplus?

When one creates a lot of different applications, one might also spend some time creating those translated messages manually - (atleast I do, being from Norway).

Is it possible to create those messages through plsql?

In that case, if I spend some time making a translated version of all errormessages, Interactive report etc,
I could save these changes in a script for me to use for my next (Norwegian) application aswell.
