Transfer a Text File from UTL_FILE dir to IFS

Can anyone help us figure out if you can run an Oracle Form on the Web, that runs a PL/SQL Script (or runs commands in Forms), to take a Text File that has been created in the UTL_FILE directory on the Unix Database Server, and simply copy that file to IFS - so we can just give the users a URL Link to the IFS File - so they can go to the link and easily download the Text File to their Hard Drive.

This is hopefully a better solution for Downloads for us than JavaMail, and would avoid sending an E-Mail to the user.
