Transaction Processor Error

Can anyone tell me why I am getting this error. I am trying to receive material into inventory and this error keeps popping up. I am testing in our DEV environment. I have all the concurrent managers up and running, the RCV processor is set to immediate. This is 11i apps. Any help is greatly appreciated.
