Track Structural Changes to the Oracle10g Database

I have created an Oracle10g Database and we have been using this database since one month and now the performance seems to be slow compared to month ago and now we are suspecting on the users who have made some DDL changes on the database.

If someone makes any structural changes to a database, how can I track which changes were made, and who made the changes ? Is there any metadata table where i can find out which user ran the query from the given date.
