ToUpper/Lower/Initcap Ctrl-Quote

How is the CTRL-Quote (Toupper/Lower/Initicap) supposed to work in SQL Developer 2.1? I assumed you could highlight a word or section and perform a CTRL-QUOTE to upper/lower or initcap a word or section. SQLDev 2.1 seems to get into one of the modes (upper/lower/initcap) and then performs a uninitiated upper/lower casing on different parts of your code while you are typing, it's usually the line above the one you are typing that gets the casing applied to it.
