Totals: rounding and cell sum

I duplicated a crosstab report. The basic difference is that the data in this new report will also include some of the previous year's data.

On the left side of the crosstab is the goal, objective and program. The data is all ROUND(SUM(data field)). There are no decimal places displayed.

There is a sub-total of all the fields for the objective.

There is a sub-total of all the fields for the goal.

There is a general total.

The previous report does not have cell sum, yet all the totals are correct. In this new report, even if I use cell sum, the totals are sometimes off by 1 or 2. Right now I am stuck in a column where the total objective is fine because I used cell sum. However, the total goal is not correct even with cell sum. I am getting a total of 104,406 when it should be 104,408. It is obviously from some of the rounded fields and it is not totalling the total objective, but the original field without rounding.

What am I missing here? I cannot figure out what the difference is between the orginal report and this new one. And I cannot figure out why cell sum is not working. Shouldn't cell sum total exactly what is seen in the report?

Any direction as to what I can check would be greatly appreciated.
