Topdown Vs Bottom up web services

Hi,

This is Ishmayel.Vemuri, From last one and a half year I am working on webservices in java I developed and consumed so many web methods using Apache Axis 1.0.

Now I am learning Oracle SOA Suit 10.X.X., yesterday when I read the documentation of Oracle corportation I came to know that there are two type's of way's to develope the web services.

1. Bottom up approach.
2. Top down approach.

I came to know that all my web services were developed in Bottom up approach.

My doubt is which approach is the best approach to develope the webservices ?
Regarding this doubt I read some information from the following link but I am in confusion

(I read in the above link Topdown approach is the best approach why it is better than the bottom up approach )

1. where I have to use Bottom up approach and Top down approach ?
2. which is the better approach to implement the web service and why ?

Let me know If any one has the idea regarding my doubt's.
