Tools menu options not working on Visual Studio 2017 / Windows 10

Hi,

Is this extension known not to install in Windows 10 environments with Visual Studio 2017? I have tried multiple times and restarted, and whenever I click on any of the new Oracle Developer tools options in the Visual Studio tools menu, I see the following error dialog, with no further info on why it's happening.
