Tool to send 03.48 formatted SMS through Card Reader interface

Is there any tool or library/code (preferably in Java) to send binary short messages (SMS) to a SIM card, that is connected via Card Reader?

I would like to be able to send customized messages as Envelope SMS-PP Data Download (03.48 formatted) to a SIM card, which contains an SIM Toolkit Applet that is listening for EVENT_FORMATTED_SMS_PP_ENV.

Just to avoid that I really do need to develop everything from scratch...
