Too Many Tabs: How to wrap the tab line?

On apex.oracle.com, I'm using Theme 21 and have more tabs than fit the window. I'd like them to wrap into 2 or more rows as in http://www.oracle.com/pls/db102/portal.portal_db?selected=1 .

Long time back (2010), Niko explored this question. {message:id=9116361} and suggested a solution with css.

How would one achieve this today? Can some CSS for this be placed on the global page so that it affects the tabs on all the other pages?
