Tomcat/Ords and Database. Same server or separated?

Hi guys. I need to install Oracle REST Data Services 20.3 using Tomcat 8.5. Is it mandatory to install Tomcat on the database server? I already have another server running Tomcat and I am not able to install on another server than the database server Apex 20.2 is on. Is it mandatory for Ords, Apex and Tomcat to be on the same machine? I can't find any place that answers that. thanks for the help in advance.
