TOAD unable to connect to Oracle XE

I have installed Oracle XE on my XP machine which is in Domain. I want to use TOAD to practise PL/SQL. However when I enter details in the box, it shows ORA-28547. I have modified SQLNET.ORA with AUTHENTICATION=NONE.However it does not seem to work. If anybody has solution to this, kindly tell me.
