Toad or PL/SQL Developer connect possible?

Hello is it possible to connect to the express db with either Toad or PL/SQL Developer? I have been unsuccessful in my attempts so far. I am getting this error: 'ORA-12514 TNS:listener does not currently know of service requested in connect descriptor'. Any input would be appreciated. Thanks.
