TO_TIMESTAMP_TZ is giving "not a valid time zone"

what is wrong with the following command

select to_timestamp_tz('Fri Jan 29 2021 20:05:25 GMT+0100 (CET)', 'DY MON DD YYYY HH24:MI:SS "GMT"TZHTZM "("TZD")"') from dual;
PS: I have added inthe sqldeveloper.conf file with following code:
AddVMOption -Doracle.jdbc.timezoneAsRegion=false
AddVMOption -Duser.timezone=CET
