to_date pm/am vs hh24

Hello,

Is it correct

select to_date('11/11/2014 11:11:11 AM','MM/dd/yyyy hh:mi:ss AM')  from dual;

or should be

select to_date('11/11/2014 11:11:11','MM/dd/yyyy hh:mi:ss AM')  from dual;

For multilanguages application it will be better to use following format?

select to_date('11/11/2014 24:11:11','MM/dd/yyyy hh24:mi:ss')  from dual;
