to_char(number, fmt)

Hi all


I looked at the sample questions on the certification page for 1z0-051

one example had something like select to_char(1234, '009,999.99') from dual

from looking at the documentation the first 0 means pad leading blanks with 0, but what purpose does the second 0 serve?
