TO_CHAR(DATE) doesn't show minute's leading zero when using fmMonth

When using fmMonth as part of the picture to display a date & time, the leading zero of the minute is not shown.

For example, assuming that the current time is 10:04:01

select to_char(sysdate, 'fmDay, fmDD fmMonth, YYYY HH24:MI:SS') from dual;

Friday, 01 February, 2013 10:4:01

select to_char(sysdate, 'fmDay, fmDD YYYY HH24:MI:SS') from dual;

Friday, 01 2013 10:04:01

So as soon as I include fmMonth, the formatting of the minute aspect is lost. Any ideas ?
